Addameer Association submitted an appeal to the Israeli High Court of Justice against the Israeli Defense Minister and the apparatus of the general intelligence, known as the Shabak. The appeal was presented to the High Court by Addameer lawyer Sahar Francis on 2421999. The appeal concerned the prevention of lawyer visits and the use of torture against detainee, Ziad Hamed, who is currently detained at the Russian compound or Masqubiah interrogation center.

The appeal was presented to the High Court by Addameer lawyer Sahar Francis on 2421999. The appeal concerned the prevention of lawyer visits and the use of torture against detainee, Ziad Hamed, who is currently detained at the Russian compound or Masqubiah interrogation center.
Advocate Sahar Francis attempted to visit Ziad Mousa Hamed on 23 February, 1999, and was prevented on the basis of a military order . The order is valid until the 4 March 1999.
The hearing of the appeal took place in front of three judges on Thursday, 25 February at eleven o’clock. This session was intended to look into the appeal against the use of torture and to restore the prisoner’s right to visits by his lawyer. The appeal was rejected on the claim that there was classified information which justified the denial of the attorney ’s visits.
The detainee Ziad Mousa Abdul-Mjeed Hamed is 41 years old, a resident of Selouad town near Ramallah, and a father to six children. He has been imprisoned since 25 January, 1999, at the Russian compound interrogation center and his right to be visited by his attorney is still denied.
