Baha'a Najjar, 21, from Hebron has been rearrested one week following his release. He was arrested on 4 November 2015 and placed under administrative detention in Ofer prison and was released on 2 November 2016. After spending a year under administrative detention, he was rearrested on 9 November 2016. This constitutes an arbitrary detention, where detainees get their administrative detention order renewed moments before their scheduled release (e.g. Shaher Al-Rai) or they are rearrested shortly following their release.
