The prisoner institutions (The Commission of Detainees and Ex-Detainees Affairs, the Palestinian Prisoners' Club, and the Addameer Prisoner Support and Human Rights Association) announce today, Sunday, the martyrdom of two detainees from the Gaza Strip: Mohammed Abdel Rahman Huwaishel Idrees (35 years old) and Moath Khaled Mohammed Rayan (31 years old).
The institutions clarify in a joint statement that they were informed of the martyrdom of detainee Mohammed Idrees through the Civil Affairs Commission the day before yesterday, on 29/11/2024, in Ofer Prison. Meanwhile, they received news of the martyrdom of detainee Moath Rayan after corresponding with the occupation army to inquire about his fate. In their response, it was revealed that he was martyred on 2/11/2024, without disclosing the location of his martyrdom.
The institutions indicate that detainee Mohammed Idrees, according to his family, did not suffer from any health issues prior to his disappearance on August 25, 2024. As for detainee Moath Rayan, he had been suffering from complete paralysis before his arrest on October 21, 2024.
The institutions add that last November, it was announced that a father and his son had been martyred in occupation prisons after the HaMoked organization succeeded in obtaining a response from the occupation’s High Court regarding their fate. They were Munir Abdullah Mahmoud Al-Fuqawi (42 years old) and his son Yassin Munir Al-Fuqawi (18 years old). This brings the number of martyrs from the prisoner movement since the start of the war to 47 martyrs, representing only those detainees whose information has been received by the institutions. Meanwhile, the occupation continues to conceal the fate of dozens of detainees from Gaza who were martyred after the war in occupation prisons and camps.
In this context, the prisoner institutions affirm that the revelation of more martyrs among Gaza detainees, who have passed away in recent months and even in recent days, indicates that the occupation continues its systematic crimes of torture, in addition to medical crimes, starvation, rape, and sexual assaults of various levels. This is alongside unlimited methods of abuse, including continuous restraints and turning every detail in the structure of the camps and prisons into tools for torture, deprivation, and oppression.
The institutions also emphasize that the level of shocking and horrific testimonies and data they continue to receive, even more than 400 days after the start of the genocidal war, reveals daily a new dimension of genocide—namely, the ongoing crimes against prisoners and detainees in Israeli occupation prisons and camps.
The institutions point out that time has become a decisive factor for the fate of thousands of prisoners in the occupation’s prisons and camps. Thousands of sick and injured detainees, who endured the prison system’s measures and crimes at the start of the war, can no longer do so today. Their health conditions have significantly deteriorated, and many previously healthy detainees have fallen ill due to the continued spread of epidemics, diseases, and the crime of starvation. This is evident daily through prison visits and court proceedings.
The institutions note that the ongoing catastrophic conditions faced by prisoners, especially the sick and injured, will undoubtedly lead to more deaths among detainees in the occupation’s prisons and camps. The specialized institutions can no longer keep track of the number of sick prisoners due to the widespread outbreak of diseases among them and the increasing detention of injured individuals. Notably, the number of martyred prisoners and detainees is historically the highest compared to periods of major Palestinian uprisings and popular resistance movements.
The institutions also highlight an important issue: the occupation army's deliberate manipulation of responses to inquiries from specialized institutions. This has occurred in numerous cases, where the army initially claims to have no information about a detainee or states that they are not present, only to later respond that the individual is detained or has been martyred. The most recent example is the case of the martyrs Al-Fuqawi, where the army's initial response was that they were not present. However, after legal efforts, it was revealed that they had been martyred.
The institutions hold the occupation fully responsible for their martyrdom, adding these crimes to the long history of the occupation's criminal record over many decades. These crimes have reached their peak with the ongoing genocide against our people in Gaza, which represents the bloodiest phase in the long history of our struggle with the occupation.
The institutions indicate that with the martyrdom of detainees Idrees and Rayan, the number of known martyrs' identities in the prisoner movement since 1967 has risen to 284, in addition to dozens of other martyrs whose identities and circumstances of martyrdom remain concealed by the occupation. Furthermore, there are other detainees who have been subjected to execution. From the total number of martyrs in the prisoner movement, the number of martyrs since October 7 has risen to 47, whose identities have been announced by the institutions.
The institutions renew their call to the international human rights system to move forward with taking effective decisions to hold the leaders of the occupation accountable for the war crimes they continue to commit against our people. They call for the imposition of sanctions on the occupation, which would isolate it internationally, restore the core role of the human rights system for which it was established, put an end to the terrifying state of impotence it has faced in light of the genocide, and end the exceptional immunity granted to the state of Israel by the old colonial powers, treating it as above accountability, judgment, and punishment.
The number of prisoners in the occupation’s prisons recognized by the prison administration, as of the beginning of November, exceeds 10,200. Meanwhile, the occupation continues to carry out the crime of enforced disappearance against hundreds of Gaza detainees in the camps belonging to the occupation's army.
Among the prisoners, there are 90 female detainees, at least 270 children, and 3,443 administrative detainees, including 28 women and 100 children.
